Town of Plattsburgh adopts 2022 budget

PLATTSBURGH | The 2022 Town of Plattsburgh budget has been finalized, falling under the New York state tax cap. "We continue to take a very conservative spending approach to maintaining our financial health," Town Supervisor Michael S. Cashman said Nov. 5, saying the approach comes in partnership with collaboration among department heads and using a modified zero-based budgeting methodology. Cashman said the adopted plan shows a tax levy of $4.18 million, up $25,800 from 2021. The tax levy increased .06 percent from 2021. The levy includes the town's highway fund, Water and Sewer Department, the base stormwater district and the town's consolidated districts: ambulance, lighting, sewer, and water. The total budget is $15.13 million, up $797,412 from this year. Officials said the town could have raised its tax levy 6.41 percent, about $266,365 and still have remained under the cap. "From the start of the pandemic, we have taken a conservative approach to our budgeting. While the landscape is changing, we remain vigilant. Utilizing information from Office of the Comptroller, the Association of Towns, Clinton County and our own trends as it relates to sales tax has positioned the town well to weather the global pandemic," Cashman said in announcing the finalized budget. "The 2022 Adopted Budget keeps our municipality position for strong fiscal health." NO GENERAL FUND TAX The town's appropriations for the general fund will be $4.49 million, up from $3.960 million last year. The town will once again use its projected $3.97 million share of Clinton County sales-tax revenue to reduce its general and highway funds. The general fund will receive $2.81 million, $663,000 more than last year. The town will once again have no general-fund tax levy, officials said. HIGHWAY LEVY DOWN The town's appropriations for the highway fund will be $2.69 million, up from $2.47 million last year. The highway levy will be $1.06 million, down from $1.08 million last year. The highway tax rate is proposed at about $.86 per $1,000 of assessed value, down from $.90 last year. LIGHTING DISTRICT LEVY DOWN Appropriations in the Consolidated Lighting District increased to $221,113 from $206,720 this year. The street light levy will be $201,000 down from $205,359 last year. AMBULANCE DISTRICT Estimated appropriations for the Consolidated Ambulance District are $497,145, up from $489,000 this year due to increase in medical supplies and labor increases. The ambulance levy will be $459,320 down from $470,543 last year. WATER, SEWER DISTRICTS Appropriations for the Consolidated Water District are $2.74 million, up from $2.66 million this year. The tax rate would decrease to $1.18 per $1,000 from $1.21 this year due to favorable borrowing rates for capital improvements, increased user fees and an increase in assessed value. The Consolidated Sewer District is budgeted at $1.75 million, up from $1.65 million this year. The tax rate would decrease to $.50 cents per $1,000 from $.52 this year due to an increase in assessed value. SALARIES Salaries for the supervisor and town councilors remain unchanged at $73,000 and $13,000, respectively. The highway superintendent's pay would increase to $83,596 from $79,615 while the salary for each of the two town justices would increase to $40,253 and $39,294, respectively up from $38,336. The town clerk's pay would be $33,615 up from $32,795. The receiver of taxes and assessments would be paid $35,124 up from $33,541.
