Props One, Three, Four fail in northern counties

ELIZABETHTOWN | Three statewide proposals poised to change redistricting measures and amend election registration and absentee ballot rules did not fare well in North Country counties. Proposals One, Three, and Four failed in all four northeastern counties, Clinton, Essex, Franklin, and Warren. Proposal Two, which looked to add a right to clean air and clean water to the New York State Bill of Rights, was approved by varying margins in all four. And Proposal Five to increase the jurisdiction of the New York City Civil Court was approved in three of the four counties. The tally for each prop is included as part of unofficial results reported by the Boards of Election: Proposal One, to amend the apportionment and redistricting measures outlined in the New York Constitution "that relate to the way district lines for congressional and state legislative offices are determined." Clinton County: 4,300 yes and 7,880 no Essex County: 3,075 yes and 5,252 no Franklin County: 2,549 yes and 4,771 no Warren County: 4,543 yes and 8,218 no Proposal Two: was written to protect public health and the environment by adding the right "of each person to clean air and water and a healthful environment" to Article I of the New York State Constitution. Clinton County: 7,426 yes and 4,779 no Essex County: 5,278 yes and 3,079 no Franklin County: 4,770 yes and 2,630 no Warren County: 8,173 yes and 4,735 no Proposal Three offered an amendment to eliminate New York's ten-day advance voter registration requirement. Clinton County: 4,081 yes and 8,285 no Essex County: 3,066 yes and 5,499 no Franklin County: 2,529 yes and 4,988 no Warren County: 4,418 yes and 8,670 no Proposal Four looked for an amendment authorizing no-excuse absentee voting, and would eliminate "the requirement that an absentee voter must be unable to appear at the polls by reason of absence from the county or illness or physical disability." Clinton County: 4,505 yes and 7,845 no Essex County: 3,426 yes and 5,099 no Franklin County: 2,699 yes and 4,792 no Warren County: 4,942 yes and 8,095 no Proposal Five looked to increase the New York City Civil Court's jurisdiction by allowing it to hear and decide claims for up to $50,000 instead of the current limit of $25,000. Clinton County: 6,177 yes and 5,443 no Essex County: 4,337 yes and 3,335 no Franklin County: 3,517 yes and 3,525 no Warren County: 6,885 yes and 5,431 no This proposal failed in Franklin County by eight votes, but that could change with the absentee ballot count.
