Community outraged after local kidnapping and rape

BEEKMANTOWN | A Massachusetts man is now behind bars after he allegedly kidnapped a local woman as she walked along an area roadway and forcibly raped her. While details of the shocking July 15 abduction remain guarded, New York State Police said Michael A. Ramos-Perez was arrested the following day in connection with the kidnapping. Authorities said the woman was walking on an undisclosed roadway at about 6:15 p.m. in Beekmantown when she was forced into a van. She was then driven a short distance, forcibly raped and released, police said. After an intense multi-agency investigation, Ramos-Perez, 31, of Palmer, Massachusetts was taken into custody for second-degree kidnapping, first-degree rape, fourth-degree criminal mischief and two counts of first-degree criminal sexual act. He was arraigned in Beekmantown Town Court and remanded to Clinton County Jail on $65,000 cash bail or $175,000 bond. Further details about the violent assault were not disclosed as the investigation continued and in order to protect the victim's identity as she now recovers from the traumatic ordeal. Word of the kidnapping left residents in the close-knit community outraged and in disbelief as families, businesses and residents quickly condemned the shocking violence that infiltrated the normally quiet and idyllic rural town. State Police were assisted in the investigation by the Clinton County Sheriff's Office, Clinton County District Attorney's Office, Plattsburgh City Police Department, Drug Enforcement Administration's Plattsburgh Regional Office, United States Border Patrol, New York State Intelligence Center and the North Country Crime Analysis Center.
