DOH travel forms in use at PBG

PLATTSBURGH | Inbound passengers exiting flights from Florida and South Carolina through Plattsburgh International Airport (PBG) are now required to fill out special forms issued by the state. This comes as a result of a joint travel advisory pertaining to New York, New Jersey, and Connecticut, which was originally issued in a June 24 executive order and updated on June 29 to increase contact tracing efforts as the U.S. continues to face challenges caused by COVID-19. On Jul. 21, 10 more states were added to the advisory, which applies to a total of 31 states recognized as having "significant community spread". This is defined according to the issued guidance as "[a]ll travelers entering New York who have recently traveled within a state with either: a positive test rate higher than 10 per 100,000 residents over a seven-day rolling average; or a testing positivity rate of higher than a 10% over a seven-day rolling average". All inbound travelers from these states are expected to participate in a "precautionary" quarantine for 14 days. Failure to complete the required form, which asks for contact information and travel intentions, could potentially result in a $2,000 fine. "They're focusing on direct flights," Airport Manager Chris Kreig told those in attendance at a recent meeting of Clinton County's Airport Committee. This means flights to and from connecting flights at Dulles airport in Washington D.C. are less of a concern. The Department of Health (DOH) representatives will meet people post-flight to distribute the forms, Kreig shared. There is also an online option available, which travelers can access by scanning a code on flyers found posted at PBG or by visiting https://coronavirus.health.ny.gov/covid-19-travel-advisory. Originally these protocols were voluntary, and the airport was ahead of the curve; now the state has made them mandatory. Mask-wearing is now also mandatory. "By and large, people are following the rules," Kreig said. This comes at a time in the travel industry when airports are looking to preserve what they have in terms of flights and services. "In April we were at three percent of where we should have been based on last year's numbers." As of June, the airport was at 20 percent, Kreig said.
