Clinton Co. Nov. 3 Election ballots certified

PLATTSBURGH | Clinton County Board of Elections (BOE) has certified ballots for the 2026 General Election. Election Day is Nov. 3 with early voting starting on Oct. 24. There are propositions on ballots in two municipalities this year. Two are proposed in the Town of Clinton: Proposition 1 would change the Town Clerk from an elected to an appointed position. Proposition 2 would change the Tax Collector from an elected to an appointed position. Voters in the City of Plattsburgh will be asked in Proposition 1 to approve changes to the City Charter. (See separate Sun Community News report) There are no candidates listed in the City of Plattsburgh Common Council Ward 3 race. Petitions for the one-year unexpired term were not filed by the July 23 deadline, according to the County BOE. It means the city Common Council Ward 3 election will be a write-in race. The Ward 3 vacancy emerged with the departure of Councilor Jackie Strack, who resigned effective July 1. On July 30, the city Common Council approved Mayor Wendell Hughes's appointment of Benjamin Arts to fill the vacancy. The city's formal, adopted resolution on record dated the appointment through Dec. 31, 2027. Mayor Hughes told The Sun that the date is typographical error and should have said Dec. 31, 2026. A successful, qualified write-in candidate would serve a one-year unexpired term through Dec. 31, 2027. SAMPLE BALLOTS ONLINE "The Clinton County Board of Elections is committed to ensuring that the election process is conducted accurately, securely and transparently and encourages all eligible voters to participate in the upcoming General Election," Election Commissioner David Souliere IV said via email. Commissioners said sample ballots will be available to view online or at the county Board of Election office. clintoncountyny.gov/boe "Voters are encouraged to review the sample ballot when it is released, and make sure they are familiar with the candidates and propositions on their ballot," Souliere IV said. Propositions are located on the back of the ballot. CLINTON COUNTY ELECTIONS Four Clinton County elected posts are on the 2026 ballot, three are contested. Clinton County Surrogate Court Judge, a 10-year term, has two candidates, Jaime A. Douthat for the Democrat (D) and Working Families (WF) party lines. Hilary Rogers on the Republican (R) and Conservative (C) party lines. County Court Judge, candidate Kevin M. Bruno (D, WF) is running unopposed for the 10-year term. Clinton Co. Sheriff, a four-year term with two vying for office: David N. Favro (D) is running for reelection against challenger Brent Davison, (R, C). Clinton Co. Coroner, a four-year term with two candidates on the ballot: R Scott Ewing, (D), and Cliff Berg, (R, C). City of Plattsburgh Ward 2, 3 and 5 voters will weigh in on Common Council races. Ward 2 Councilor seat: Jim Evans, (D) is running for reelection against Damion Gilbert, (R, C). Ward 3 Councilor seat: write-in for a one-year unexpired term on the Common Council. Ward 5 Councilor seat: incumbent David Monette, (D) is challenged by Marvin D. Shaw, Jr., (WF). City of Plattsburgh Prop. 1 seeks to "revise the City Charter to update provisions governing term limits, vacancies, Common Council procedures, budgeting and financial management, strategic planning, and communications between the Common Council and City employees; establish an Emergency Disaster Relief Services Commission and orientation for newly elected Councilors; and make related organizational and administrative revisions. A vote of "Yes" will approve these revisions in their entirety. A vote of "No" will leave the City Charter unchanged. .................... TOWN RACES Altona Town Supervisor, one-year unexpired term with Michael Coty (R), running unopposed. Town Justice, four-year term, Crystal M. Therrian (R), running unopposed. Ausable Town Justice, one four-year term with two candidates on the ballot: Jeffrey P. Kelley (D) running against Kolby Furnia (R). Champlain Town Justice, a four-year term with candidate Michael J. Phillips (R), running unopposed. Clinton Town Supervisor, two-year term, Daniel L. LaClair (D), running unopposed. Town Clerk: No candidate on the ballot. Tax Collector, Cindy M. Helm (D), running unopposed. Proposition 1: To move the Town Clerk Position to an appointed post: Shall Local Law 1 of 2026 entitled "A Local Law Abolishing the Elective Office of Town Clerk and providing that the Office Shall Thereafter Be Filled by the Appointment of Town Board," be approved? A vote for "Yes" would transition Town Clerk to an appointed position beginning January 1, 2027. A vote for "No" would leave the Town Clerk as an elected position. Proposition 2: Abolish elected position of Tax Collector, changing to an appointed position: Shall Local Law 2 of 2026 entitled "A Local Law Abolishing the Elective Office of Tax Collector and providing that the Office Shall Thereafter Be Filled by the Appointment of Town Board," be approved? A vote for "Yes" would transition Tax Collector to an appointed position beginning January 1, 2027. A vote for "No" would leave the Tax Collector as an elected position. Dannemora Town Council, two candidates seek one-year unexpired term: Lauren Lyon (D) and Zachary A. Hoyt (R). Ellenburg Town Justice, a four-year term, with Rolland R. Thomas (R), running unopposed. Tax Collector, a two-year term with two candidates: Christine M. Gregory (D) and Amanda Kerr (R). Peru Town Council, a one-year unexpired term with Dwane D. Bast (R), running unopposed. Town Justice, a four-year term with Scott A. Thurber (R), running unopposed. Town of Plattsburgh Town Supervisor, to fill a one-year unexpired term with Charles "Chuck" Kostyk (D, WF), running unopposed. Town Council, one-year unexpired term with Ilona M. Kelting (D, WF), running unopposed. Town Clerk, one-year unexpired term with Jay White (D, WF), running unopposed. Saranac Town Supervisor, a two-year term, with Timothy Napper (R, C), running unopposed.
