Details of Bright Beginnings abuse emerge as three are charged

PLATTSBURGH | Surveillance footage evidence is the center of a recently filed lawsuit and the culmination of three arrests associated with abuse allegations at Bright Beginnings Childcare Center in Plattsburgh. The center closed in mid-March, just one day after parents were notified of the suspected abuse and maltreatment at the hands of a former employee and the failure of others to intervene and report the actions. After almost four months of investigation and on the heels of alarming allegations in a recently filed lawsuit on behalf of one of the young victims, three former staffers- Dillon Bronson, Autumn Stone and Amanda Rizzo- were arrested on multiple counts of endangering the welfare of a child and failure to report suspected child abuse. Bronson, facing eight counts of child endangerment and two counts of failure to report child abuse, was additionally charged with two counts of third-degree assault. The 21-year-old Plattsburgh woman is expected to appear in Town of Plattsburgh Court July 21 to face the combined 12 charges filed against her. Additional charges against others are possible as the investigation continues. LAWSUIT FILINGS Camera footage at the center of the lawsuit filed by the Law Firm of Andrew M. Stengel reportedly depicts the assistant teacher grabbing and 'whipping' toddlers by their legs and ankles and forcefully dropping them onto their nap cots before covering their heads and bodies with blankets. Attorneys allege other daycare staff witnessed the incidents but failed to report the abuse despite requirements as mandated reporters. YMCA management is accused of failing to properly supervise employees and ignoring warning signs by failing to intervene to stop the alleged abuse after becoming aware. The complaint alleges that New York State Police determined that 10 children in the classroom experienced similar treatment, reportedly captured on video in January, though the lawsuit alleges the toddler began displaying behavioral changes associated with abuse even earlier. By late January, the toddler was reportedly waking with nightmares several nights a week, displaying self-soothing behaviors and appearing fearful at pickup when Bronson was near. INVESTIGATION TIMELINE The surveillance footage reportedly shows a pattern of similar mistreatment in the weeks that followed. By March 5, the New York State Central Register of Child Abuse and Maltreatment was notified of the suspected abuse; however, Bronson was allowed to continue working. Four days later, Bright Beginnings families were asked to keep their children home without any indication of the reason. Two days after that, impacted toddler families learned of the allegations before the center was formally shut down the following day. Rizzo, Stone and other staffers are accused of witnessing the abuse between Jan. 12 and March 11 and failing to report it. Three high-ranking and since-terminated members of management- Kris Tate, Justin Ihne and Lynne Boyd- "had actual and constructive knowledge of acts of child abuse and maltreatment committed at Bright Beginnings yet failed to take adequate remedial action to protect" the children, the lawsuit alleges. The lawsuit also accuses YMCA of negligence in their daycare hiring, training and oversight procedures. In a statement from Plattsburgh YMCA Board of Directors Wednesday evening, officials said, "We are aware of the arrests of former Plattsburgh YMCA staff following allegations of child physical abuse at the Bright Beginnings Childcare Center. The YMCA Board has been fully cooperative with law enforcement during this investigation and will continue to provide access to anything needed to ensure individuals are held accountable. The Plattsburgh YMCA Board of Directors takes the safety and well-being of everyone who enters our doors extremely seriously, especially when it comes to children in our care. Following this event, we have worked with external regulatory agencies to ensure the Center has policies and procedures in place to prevent such unacceptable incidents from recurring. The safety of our community remains our top priority, and we will continue our commitment to transparency and accountability as we move forward." Bright Beginnings softly reopened May 11 with reduced capacity and operations after the center met initial state requirements to reissue its childcare license, with close monitoring of quality of care for the next 12 to 18 months following heightened staff training and other operational adjustments. In an update on the arrests and overview of charges, the Clinton County District Attorney's Office said it has been involved since the inception of the investigation and continues to work closely with law enforcement, child-protection agencies, and regulatory authorities. The case remains open and active, and the daycare's involvement remains under review. As the investigation progresses, further information will be released, prosecutors said, adding that sharing additional details at this stage would be inappropriate and could compromise the integrity of the investigation.
