New parking permit regulations implemented in Lake Placid

LAKE PLACID | On May 18, the village board approved new temporary parking permit regulations. A Temporary Parking Permit, also referred to as a Construction/Equipment Parking Permit, is now required for any construction vehicle or equipment placed in or on a street, sidewalk, parking space, or right-of-way within the village. According to Village of Lake Placid Deputy Mayor Jackie Kelly, "the Temporary Parking Permit is intended to facilitate necessary construction, repair, maintenance, and service work within the village and the Main Street corridor while preserving orderly parking management, supporting economic activity, and ensuring that limited public parking resources are used fairly and efficiently." Along with the Construction/Equipment Parking Permit, any activity that affects either the Main Street corridor or any other state highway within village limits requires a valid New York State Department of Transportation (DOT) Work Permit and Building Permit issued by the Building Department. All permits must be visibly displayed on the equipment, and no equipment may block fire hydrants, crosswalks, curb ramps, driveways, sidewalks, building entrances, ADA-accessible paths, or the line of sight for drivers or pedestrians; equipment instead must be aligned parallel to the curb and as close to the construction site as safely as possible. Safety is a top priority in the village, stressed Kelly. "We just want to make sure that we have a mechanism in place to protect the public from hazards." According to the regulations, all equipment must be barricaded with cones or fencing, equipped with reflective tape or safety flags, and lowered and secured when not in use. Dumpsters and trailers must be covered when not in active use, have reflective markers on all corners, and be placed over protective padding to prevent surface damage. Contractors will be held responsible for keeping the area free of trash/debris, cleaning up all material spills or runoff, and repairing damage to pavement, curbs, or infrastructure. Unless otherwise approved in writing by the village, Main Street must be kept clear of all construction vehicles, dumpsters, equipment, and trailers from Fridays at 7 a.m. through Mondays at 7 a.m., on recognized holidays, and during major special events, such as Ironman or the Empire State Games. Construction activity is limited to 7 a.m. to 7 p.m., unless an extended use permit is issued. There are daily, weekly, and extended weekly fees for dumpsters and all other equipment. Those who fail to comply with the new parking permit regulations may be subject to citations, fines, or suspension of permits. Along with these new regulations, the village also approved several other parking-related updates. For instance, now any parking-related fines remaining unpaid after 30 days from the date of issuance will incur an additional late fee of $10 per violation for each successive 15-day period until the violation is satisfied in full.
