CPC submits final Comprehensive Plan to Town of Essex

ESSEX | At the April 9 town board meeting, officials formally accepted receipt of the Comprehensive Plan. The newly updated Comprehensive Plan, last adopted in 2002, was presented to the Town of Essex by the Comprehensive Plan Committee (CPC), a local group of residents, property owners, business representatives, and municipal leaders formed in 2024 to guide the update process. "This is just one small piece of a much larger puzzle," said Essex Town Supervisor Ken Hughes in a previous interview. "It's a really important document that helps elected officials like me understand the will of the people and where to spend their tax dollars." Since then, the CPC and town have been working diligently to collect community input through surveys, interviews, and community visioning workshops. One public hearing was already held on Feb. 23 at the Whallonsburg Grange Hall. The next one is scheduled for May 16 at 5:30 p.m. at the Essex Town Hall; however, the public hearing will remain open for 30 days to receive as much community feedback as possible. Edits to the plan could take place after the public hearing feedback is summarized. The expected final adoption of the Comprehensive Plan is scheduled for the July 2026 regular town meeting. Community feedback from participants up to this point has helped planners like LaBella Associates and Clothier Planning & Consulting develop a set of nine interconnected themes to help form a foundation of the new Comprehensive Plan: waterfront revitalization, historic preservation, agriculture/farmland, recreation, community character, economic vitality, housing diversity/affordability, land use/regulatory effectiveness, and climate adaptation. From those themes emerged an overall vision: "Essex envisions a thriving Adirondack community that preserves its historic architecture and strong network of independent farms while creating economic opportunities for all residents. We celebrate our natural setting where Lake Champlain meets working farms and vibrant hamlets, enriched by diverse cultural programming and recreational opportunities, all supported by strong community pride and modern infrastructure." Along with the vision, a set of goals and recommendations was created and divided into three different categories: priority recommendations, near-term priorities, and general recommendations A few priority recommendations include commissioning a feasibility or planning study for the adaptive reuse of the Essex County Home complex and potentially establishing a public beach on Lake Champlain, while some near-term priorities consist of collaborating with preservation organizations for technical assistance and education and collaborating with neighboring communities on mutually important farmland protection and business growth initiatives. Then there are several general recommendations, such as developing a master plan for Whallons Bay to designate it as a town park; developing an official outdoor event and performance space; and upgrading the sidewalks, streetscape infrastructure, gateways, and aesthetics on Main Street. "The public needs to know that there are a lot of parts that will be important to the final document, whether that be historic preservation, climate resiliency, recreational endeavors, etc," Hughes said in a previous interview. "This is going to be a broad document that's going to help future supervisors, future boards, and future organizations that represent Essex to understand what the people want because it's the people's town."
