Willsboro CSD announces upcoming capital project

WILLSBORO | The Willsboro Central School District (WCSD) is now planning a new capital project to address several significant components of the PK-12 facility that need attention. "Like your own home, school buildings require regular upkeep and eventual major updates to critical systems," said WCSD Superintendent Justin Gardner. "It may be hard to believe, but our 'new building' is about to celebrate its 25th birthday. While many in our community still remember the excitement of opening our PK-12 school facility in 2001, the reality is that our building now requires significant attention to ensure it continues to serve our students, staff, and community safely and effectively." For instance, the roof needs to be replaced, as it is worn and has exceeded its warranty period. The building's heating systems and controls also require upgrades to ensure reliable operation through the harsh winters. "While these issues are currently manageable, we're starting to experience problems that signal the need for action," Gardner stated. "By planning now and addressing these needs before they become emergencies, we can prevent more costly unanticipated facilities expenses, receive Building Aid financial support from the New York State Education Department, avoid disruptions to student learning, and ensure our facility remains a safe, comfortable environment for everyone." School officials are still planning the final details of the capital project, including what exactly needs to be done, the overall project cost, and the timeline. The district anticipates a community vote on the capital project sometime in fall 2026 and plans to utilize the retirement of previous debt to fund it, said Gardner. "As we finish paying off earlier bonds, we'll replace that debt with this new project, keeping the tax impact neutral for our community while ensuring our building receives the care it needs." Additionally, the district receives 52% building aid from New York State for capital projects, and it is anticipated that the majority of the project will be eligible for Building Aid. This means that for every $1 spent on this project, the state will reimburse 52 cents over 15 years, significantly reducing the actual cost to local taxpayers by more than 50%. "This carefully planned long-term approach does more than just prevent a tax increase for the proposed work; it helps mitigate fluctuations to the district's tax rate over time, preventing drastic changes that could occur if capital work debt fell off without being replaced," Gardner said. "As our building ages and facilities upkeep needs arise, this strategic approach helps us address those needs without creating unpredictable spikes in the tax levy."
