Chinese scammers nabbed red-handed during $30K theft attempt

PLATTSBURGH | A coordinated investigation recently led to the swift arrest of two Chinese nationals who attempted to swindle $30,000 from a local elderly resident. They were taken into custody following a surveillance operation and foot pursuit near the victim's home. The investigation began when the victim reported receiving suspicious phone calls after clicking a pop-up message on her iPad. The callers falsely claimed to be representatives of the Department of Treasury or Department of Fraud and alleged that a local bank was misusing her funds. The victim was manipulated into withdrawing nearly $30,000 from her bank account and the suspects instructed the victim to remain silent and prepare the money for pickup. On the morning of Oct. 17, surveillance teams observed a white Honda sedan with Illinois plates entering the area. Authorities said the suspect vehicle, operated by Chengdong Wu, parked while the second suspect, Feitao Chen, approached the residence on foot. When the waiting New York State Police members identified themselves, Chen, 40, fled on foot but was apprehended shortly after. Wu, 42, was arrested without incident. Chen was found in possession of a $1 bill with a serial number that matched the identifier provided to the victim by the suspects during the scam. Both citizens from the Peoples Republic of China were found with multiple forms of identification, including New York State learner permits and USA Employment authorization cards. The vehicle was towed and inventoried, revealing additional packaging materials consistent with the scam instructions. Clinton County District Attorney Wylie said, "This case serves as a powerful reminder of the sophisticated tactics scammers use to exploit vulnerable members of our community. I urge all residents, especially seniors, to stay vigilant, question unsolicited communications, and never share personal or financial information with unknown individuals. If something feels suspicious, please report it to law enforcement immediately." Both men were arrested for third-degree attempted grand larceny. Chen was additionally charged with resisting arrest. They were issued appearance tickets for Beekmantown Town Court Nov. 5. Homeland Security Investigations was contacted due to possible international criminal activity and both suspects were deemed detainable and turned over to HSI for further investigation.
