Plattsburgh Housing Authority earns near-perfect scores

PLATTSBURGH | Plattsburgh Housing Authority announces that inspections that took place in September achieved scores of 96 (out of 100) for the three senior high-rises and 99 (out of 100) for the family units at Hortense B. Sterns Apartments. These NSPIRE (National Standards for the Physical Inspection of Real Estate) inspections were performed by a third party inspector on behalf of and authorized by the United States Department of Housing and Urban Development (HUD). The process included a thorough inspection of a computer-generated random sample among 266 Plattsburgh Housing Authority units. Inspections included buildings (interior and exterior), building systems, grounds, common areas and parking lots of Lakeview Towers, Russell H. Barnard and Robert S. Long high-rises, along with Hortense B. Sterns apartments. Housing authorities are scored by a process that begins at 100 points and subsequently deducts points for every deficiency. These scores of 96 (for 220 units) and 99 (for 46 units) are a direct reflection of the commitment, dedication, and high standard that Plattsburgh Housing Authority presents in providing safe, affordable housing for the City of Plattsburgh. In addition to buildings and grounds, things such as files, rent rolls and vacancy rates are also inspected at random. "We are proud to have the daily efforts of our entire team recognized with such high scores," said Mark Hamilton, Executive Director of the Plattsburgh Housing Authority. "Our team works diligently every day, and it feels great to have that acknowledged in such a concrete way." Housing authorities receive notice about a month prior to HUD inspections, and for many housing authorities, this is a short amount of time to prepare. For Plattsburgh Housing Authority, that preparation continues year-round. "These scores are a reflection of the daily commitment to our mission and ensuring that we are providing the highest quality affordable housing possible." NSPIRE inspections are very detailed and thorough in nature. Considering their geographic environment, Plattsburgh Housing Authority begins each inspection at a slight disadvantage. "Simple frost heaves can be considered trip hazards and result in an infraction that reduces our score. Our residents play a role in this process, as well. We ask them to call in all work orders immediately throughout the year so that we can address issues in a timely manner and avoid situations where problems compound. A missing sink stopper is all it takes to lose points within these inspections."
