PSC approves $37M NYSEG project in Clinton Co.

ALBANY | The New York State Public Service Commission (Commission) has approved a portfolio of urgent infrastructure projects, as proposed by Consolidated Edison Company of New York, Inc. (Con Edison), Niagara Mohawk Power Corporation d/b/a National Grid; New York State Electric & Gas Corporation (NYSEG), and Rochester Gas and Electric Corporation (RG&E) to address existing and near-term infrastructure in support of transportation and building electrification. The combined projects valued at $636.2 million will enable 642 megawatts (MW) of electrification upgrades, accelerating the decarbonization of the transportation and building sectors, including a $37.1 million NYSEG project in Clinton County. "We are approving these projects today because significant grid capacity is needed to support electrification across vehicle duty classes and buildings," Commission Chair Rory M. Christian said June 16. "Grid constraints have already begun to limit electrification in some parts of the state. The urgent grid upgrade projects would expand grid capacity in many areas of the state, relieving urgent constraints on an accelerated basis while a broader, unified planning framework is developed." The approved projects included the massive NYSEG project at its Kent Falls station for 30 MW of new capacity in the North Country, enabling vehicle and building electrification and including a major industrial electrification project. The North Country Chamber of Commerce quickly welcomed the local project approval by the N.Y.S. Public Service Commission. "One of the looming challenges to economic development and manufacturing growth in our area is the capacity to meet growing power needs," says Chamber President Garry Douglas. "That's why we have been joined with our partners in actively supporting a funding approach to create an additional 30 MW of power availability at the Kent Falls station. This added capacity will support major foreseen economic investment and job creation in the community with several projects under active discussion which have been awaiting assurance that needed power will be accessible." The Chamber thanked NYSEG and the PSC for developing and approving the plan as well as Governor Kathy Hochul's office, the Town of Plattsburgh, the Clinton County IDA and Empire State Development for their active support. "The Clinton County Industrial Development Agency (CCIDA) recognized the importance of this infrastructure investment to the region's economic future, which is why our Board approved a resolution in support of the project and expressed our willingness to pursue grant funding to help advance it," said Molly Ryan, Executive Director for the CCIDA. "The additional grid capacity at Kent Falls is vital to enabling private investment and job creation, including projects currently in our pipeline. We're proud to stand alongside NYSEG, the Public Service Commission, the Town of Plattsburgh, Clinton County, Empire State Development, and the North Country Chamber of Commerce in support of this strategic upgrade for the North Country." Funding was also approved for 22 National Grid projects in the upstate service territory totaling $126 million for 184.8 MW of new capacity, including innovative deployments of grid-enhancing technology in the form of mobile energy storage devices for near-term high-power charging on major Thruway corridors, and the expansion of numerous network components for building and vehicle electrification across upstate New York.
