Jones' New York Land-Home Property Act passes State Legislature

ALBANY | The New York Land-Home Property Act, sponsored by Assemblyman Billy Jones (D-Chateaugay Lake), passed the Assembly. Under current law, manufactured homes are not treated as a regular house that can be easily mortgaged and sold, nor does current law provide a procedure for a surrender of the certificate of title. This bill will address these issues by creating a process to surrender a certificate of title to convert a manufactured home into real property, giving New Yorkers the option to finance land and manufactured homes with a mortgage. "The New York Land-Home Property Act is a game changer for manufactured homes and will help address housing shortages across the state," Jones said June 13. "Constituents have reached out to my office with titling issues for manufactured homes for years, which has either delayed or prevented them from home ownership. This law will make it easier for New Yorkers to buy or sell manufactured homes as well as create more opportunities for workforce and affordable housing. Considering 43 states already have a process like this, it is about time New York addressed this issue and I am proud to sponsor this bill." The bill now awaits the Governor's signature.
