New winter parking restrictions set for North Creek

NORTH CREEK | Nighttime parking in downtown North Creek during winter months will soon be limited to alternate sides of the street due to a law enacted unanimously Dec. 17 by the Johnsburg Town Board. Between Nov. 15 and April 15, the law prohibits parking for more than 15 minutes between midnight and 9 a.m. on the east side of Main Street on even-numbered days and parking on the west side on odd-numbered days. The law, effective on Main Street between state Route 28N and Ski Bowl Road, will be enforced as soon as it is recorded by the state's Secretary of State. The ordinance is intended to allow town highway employees to efficiently clear snow from both sides of the street within 36 hours of a snowstorm. Also, there is to be no parking on either side of both Wade Avenue and Main Street for a distance of 20 feet from the intersection of the two roads. The law provides for towing any vehicle that is parked contrary to the law, which specifies that vehicle owners will pay for towing expenses. Town officials said that enforcement of the law will occur after motorists are issued three warning notices posted on their vehicles' windshields and perhaps a letter sent to the offending vehicle's owner. The local parking law amends an existing town ordinance that wasn't enforced for decades because it wasn't specific enough. Town Parks & Recreation Director Pete Olesheski said town employees enforcing the law would maintain a log in their vehicles to record when and where vehicles were parked contrary to the law and their license plate numbers, to aid in effective enforcement and to help determine whether motorists were eligible for a warning rather than towing. The unanimous vote occurred after extensive discussion and questions from the audience including how people will know which is the east side or west side of Main Street, how residents will learn about the new restrictions, and the exact wording on the informational signs citing the parking ban to be installed at the entrances to town. Johnsburg Town Supervisor Kevin Bean said the parking ban would be apparent to visitors because as they drive down Main Street, they would see all the cars parked on one side, prompting them to park on that same side. As the discussion concluded, Bean said the law would prevent ice mounds from forming in the parking lanes that would otherwise accumulate without the restrictions. "I don't want to ticket, I don't want to tow," he said, "but I want the streets clean of snow…period." In a related matter, Bean noted that when sidewalks are cleared, snow gets thrown into the street, and then when the streets are plowed by Warren County highway workers, the snow gets thrown back onto the sidewalks. Bean said that a meeting is to occur soon between town officials and Warren County Superintendent of Public Works Kevin Hajos, and this issue would be addressed to ensure more effective snow removal.
