Morrisonville woman admits to $28K theft from ARC clients

PLATTSBURGH | A Morrisonville woman has been sentenced for stealing more than $28,000 from developmentally disabled residents living in Advocacy and Resource Center residential facilities. Kelsey Tetreault, 31, reappeared in Clinton County Court before Judge William Favreau March 28 when she paid back the stolen $28,679 and was sentenced to five years probation, a $3,500 fine and 75 hours of community service. Tetreault was also placed on the NYS Medicaid Exclusion List with the New York State Office of the Medicaid Inspector General, which prohibits her from participating in any activity, employment or program that receives Medicaid. After her sentencing, Clinton County District Attorney Andrew J. Wylie said, "Kelsey Tetreault was placed in the position of caring for vulnerable persons as well as supervising others to do so. "She took advantage of that position to manipulate her subordinates and stole financial resources from the residents. My office will continue to prosecute these cases of abuse of such a vulnerable population, and I encourage anyone who suspects abuse to report it." Tetreault was arrested on grand larceny and forgery charges in April 2023 after her theft scheme came to light. Authorities said she falsified business and receipt records to steal the money from 16 vulnerable victims living in residential facilities where she worked. She plead guilty to a felony larceny charge in January. Tetreault was represented by attorney Dave Gervais. Clinton County Chief Assistant District Attorney Jaime A. Douthat prosecuted the case.
