Warren County Ethics Board repopulated

QUEENSBURY | The Warren County Board of Supervisors reconstituted its Board of Ethics by voting Feb. 16 to appoint five new members and two alternates — and those chosen for the Ethics Board include people prominent in the legal profession as well as in the fields of education, healthcare and finance. These new appointees replace the prior Ethics Board members whose two-year terms of volunteer service expired on Dec. 31, 2023. A search panel of several county supervisors and county Administrator John Taflan received and reviewed 25 applications for the open positions. Named to serve through Dec. 2024 and 2025 on the new Ethics Board are: retired state Supreme Court Justice G. Thomas Moynihan Jr.; Loretta LeBar, former Deputy Attorney General for the state of Delaware; SUNY Adirondack Treasurer/Vice President for Administrative Services Ann Marie Scheidegger; James C. Hicks, MD, lead physician for Hudson Headwaters Health Network; and Kim Diaz, an author and professional development educator/consultant. Named as alternates to the county Ethics Board are former Ticonderoga Federal Credit Union Chief Operating Officer Gary Fishlock and banking professional Paula Hayes. Warren County Board of Supervisors Chairman Kevin Geraghty said the appointees had volunteered for the non-partisan, independent positions by submitting letters of interest. "These people are leading area citizens with top-notch, really high qualifications and great resumes," he said. "They're excellent choices for the board." The county Ethics Board enforces financial disclosure document filing requirements for county officials, and reviews the statements filed. Also, the board receives and evaluates complaints concerning potential conflicts of interest or ethics violations by county officers and employees, then renders advisory opinions on such issues. They also make recommendations for amending the county Code of Ethics. Geraghty said none of them were political appointees. According to the county Ethics law, they can't be an official of any political party. Geraghty said the new Ethics Board members were "outstanding individuals who will ensure there are necessary checks and balances" providing guardrails for the way local government conducts its business. "We are confident the members of this board will be up to the task of making certain that our county government acts honestly and ethically," he said.
